I would re-install office first. Far more likely than RAM being bad imho. Also, plugins is a great idea too.

weirdes thing is the PC is completely reinstalled before it got placed so it was clean. and before that it never had any problems

Try running something like CCleaner to get rid of the junk. a temp file or something may be annoying Excel and/or Outlook.

ok i opened a clean excel sheet and it was at 75 MB to start with disabled all plugins and such than it droped to 60 MB booted in safe mode 18mb so some hidden extention is raising the mb's so plan...
